  1. Rinse quinoa under cold water. In a medium saucepan, combine rinsed quinoa with 2 cups water and a pinch of salt. Bring to a boil, reduce heat, cover, and simmer for 15 minutes. Remove from heat and let stand, covered, for 5 minutes. Fluff with a fork.
  2. Meanwhile, pat shrimp dry and season lightly with salt and pepper. Heat 1 tbsp oil in a large skillet or wok over medium-high heat. Add shrimp and cook, stirring occasionally, until just pink and opaque, about 2-3 minutes per side. Remove shrimp to a plate.
  3. Add remaining 1 tbsp oil to the pan. Add bell pepper, snap peas, and carrots. Stir-fry for 3-4 minutes until crisp-tender. Add garlic and ginger, stir-frying for 1 more minute until fragrant.
  4. Return shrimp to the pan. Add cooked quinoa, green onions, fish sauce (or coconut aminos), lime juice, and honey. Toss everything together and stir-fry for another 2-3 minutes until well combined and heated through.
  5. Taste and adjust seasoning with additional lime juice, salt, or pepper as needed. Remove from heat, sprinkle with cilantro if desired, and serve immediately.
