In a large bowl, toss zucchini, bell pepper, and eggplant with 1 tbsp olive oil, half the garlic, a pinch of salt and pepper. Spread vegetables in a single layer on the baking sheet. Roast for 20-25 minutes, turning once, until golden and tender.
  2. Meanwhile, in a small bowl, whisk together lemon juice and zest from 1 lemon, remaining olive oil, oregano, rosemary, the rest of the garlic, salt, and pepper to make a marinade. Pour half of the marinade over the fish fillets and let sit for 10 minutes (reserve the rest as a drizzle).
  3. While vegetables roast and fish marinates, heat a grill pan or nonstick skillet over medium-high heat. Spray lightly with oil. Grill fish fillets for 3-4 minutes per side, until opaque and flakey. Remove from heat.
  4. Arrange roasted vegetables on a platter. Place grilled fish fillets on top. Drizzle with reserved lemon-herb marinade.
  5. Sprinkle with fresh parsley and garnish with lemon slices. Serve immediately.
