Preheat oven to 375°F (190°C). Line a quarter sheet pan with parchment or lightly grease it.
In a large bowl, combine ground beef, breadcrumbs, egg, milk, onion, garlic, ketchup, Dijon, salt, and pepper. Mix gently until just combined – don’t overwork the meat.
Divide mixture into 4 equal portions. Flatten each portion in your hand, place 2 tbsp cheddar in the center, then fold meat over cheese and shape into mini loaves, fully enclosing the cheese.
Place meatloaves on prepared sheet pan. Brush tops with a little extra ketchup if desired.
