In a small bowl, whisk together the soy sauce, rice vinegar, ginger, garlic, honey, and toasted sesame oil to create a marinade.
Set aside 2 tablespoons of the marinade for drizzling.
Place the salmon fillets in a shallow dish and pour the remaining marinade over them. Let them marinate for 10-15 minutes.
While the salmon marinates, prepare your bowls: divide the cooked rice among four bowls and top each with cabbage, carrots, and cucumber.
Heat a nonstick skillet over medium-high heat. Remove the salmon from the marinade and pat dry. Sear salmon fillets for 3-4 minutes per side, until cooked through and caramelized.
