Marinate the sliced flank steak in soy sauce, fish sauce, lime juice, sugar, and chili flakes for at least 15 minutes.
Heat a grill pan or skillet over high heat. Sear the beef slices for 2-3 minutes per side until just cooked through. Let rest, then slice thinly if needed.
Prepare the jaew sauce: mix 2 tbsp fish sauce, 2 tbsp lime juice, 1 tbsp ground toasted rice, 1 tbsp chili flakes, 1 tsp sugar, and 1 tbsp chopped cilantro. Adjust to taste.
In a large mixing bowl, combine the sliced beef, green onions, cilantro, mint, and half of the toasted rice powder. Toss with the jaew sauce until well coated.
Sprinkle the rest of the toasted rice powder over the mixture for added aroma and crunch.
Arrange beef mixture in lettuce cups and serve with jasmine rice on the side. Enjoy!
