Cook brown rice according to package instructions. Fluff and set aside.
Preheat a cast iron pan over high heat. Toss bell pepper, zucchini, and red onion in 1/2 tbsp olive oil. Char vegetables in the hot pan, stirring occasionally, until lightly blackened and tender, about 5-7 minutes. Remove and set aside.
In the same pan, reduce heat to medium. Add remaining 1/2 tbsp olive oil and ground beef. Cook, breaking up with a spoon, until browned and no longer pink, about 4-5 minutes. Drain excess fat if needed.
Add garlic, cumin, chili powder, and salt to the beef. Cook for 1 minute until fragrant.
Return charred vegetables to the pan and toss to combine with beef and spices. Remove from heat.
To serve, divide brown rice into bowls. Top with beef and veggie mixture. Garnish with chopped cilantro if desired.
