Add the ground turkey and cook, breaking it up with a spoon, until mostly browned, about 5 minutes.
Add scallion whites, garlic, and ginger. Sauté until fragrant, 1 minute.
Add red bell pepper and carrots. Cook for 2-3 minutes until slightly softened.
