In a medium saucepan, combine the rinsed rice, water, coconut milk, salt, and sugar. Stir to combine.
Bring to a gentle boil over medium-high heat. Once boiling, reduce heat to low, cover, and simmer for 15 minutes.
While the rice cooks, toast 1 cup of coconut flakes in a dry skillet over medium heat, stirring frequently, until golden and fragrant (about 3-4 minutes). Remove from heat and set aside.
After 15 minutes, remove the rice from heat and let it sit, covered, for 10 minutes.
Fluff the rice with a fork. Stir in the lime zest, lime juice, and half of the toasted coconut flakes.
