In a medium saucepan, combine rice, ¼ tsp salt, and 2 ¼ cups water. Bring to a boil, then cover and reduce heat to low. Simmer 15 minutes. Remove from heat and let sit, covered, 5 minutes. Fluff with a fork.
While rice cooks, heat 1 tbsp oil in a large skillet over medium-high until shimmering. Add sausage slices in a single layer. Sear undisturbed 2–3 minutes until deeply browned, then flip and brown other side, 1–2 minutes. Transfer sausage to a plate.
Add remaining 1 tbsp oil to skillet and increase heat to high. When just smoking, add potatoes in a single layer. Sprinkle with ½ tsp salt, black pepper, and paprika. Cook, undisturbed, for 4 minutes until golden and crisp on bottom. Toss and continue cooking, stirring occasionally, until potatoes are cooked through and crispy, 6–8 more minutes.
