Preheat a wok or large skillet over high heat until just smoking. Add 1 tbsp oil, swirl to coat.
Add ground turkey, season with salt and pepper, and cook, breaking up with a spatula, until no longer pink and slightly browned (about 5-7 minutes). Remove turkey to a plate.
Add remaining 1 tbsp oil to the wok. Toss in ginger, garlic, and white parts of scallions. Stir-fry for 30 seconds until fragrant.
Add cranberries and red bell pepper. Stir-fry, tossing constantly, until cranberries blister and bell pepper softens (2-3 minutes).
Return turkey to the wok. Add soy sauce, rice vinegar, and honey/maple syrup (if using). Toss to coat everything and cook for 1-2 minutes to meld flavors.
